
On May 15, 2025, a working paper titled “External Collaboration—Technology Transfers as Tools of Geopolitical Power: A Political, Economic, and Security Discussion” authored by Mr. Hanig Nuñez Sasha, a doctoral student at the Graduate School of Law, was published by ATHENA LAB. This report examines the strategic role of technology transfers as tools of geopolitical power in the current global context. It also analyzes its implications in the field of national security, economic development, and digital sovereignty in Latin America and Chile, in particular. Ms. Hannig argues that digital transformation in Latin America presents both opportunities and challenges. She emphasizes that the region must move towards a strategy that integrates technological development with a long-term geopolitical vision, strengthening its sovereignty, security, and democratic governance in an increasingly competitive international context.
