In April 2024, a paper titled “EU-ETS in the Aviation Sector” authored by Professor Yumiko Nakanishi of the Graduate School of Law, was published in EU Law Studies. In this paper, Professor Nakanishi discusses the background of the introduction of the European Union Emissions Trading Scheme (EU-ETS) and its incorporation into the aviation sector. Professor Nakanishi notes that the expansion of the EU-ETS to include the aviation sector sparked resistance from airlines worldwide but ultimately contributed to driving efforts toward emission reductions in the aviation sector at the international level. She also highlights that EU member states have implemented their climate measures specific to the aviation sector. Furthermore, the paper examines Japan’s emissions trading system and explains the differences between it and the EU system.
