On February 15, 2025, an article by Assistant Professor HUYNH Khoi Nguyen (Hitotsubashi Institute for Advanced Study) titled “Right-Wing Populists and the Politics of Renegotiating International Environmental Agreements” was published in Global Environmental Politics. This study examines how right-wing populist (RWP) parties influence the design of international agreements, including international environmental agreements (IEAs). RWP parties gain support by claiming that environmental mandates of IEAs harm ordinary people. Consequently, when an RWP party holds a majority of seats in its national legislature, it uses its legislative leverage in international negotiations to secure maximum flexibility provisions from other member states to protect its constituents. The paper draws evidence from statistical analyses using data on legislative seat shares held by RWP parties in global democracies and flexibility provisions of IEAs.
