In December 2024, a book titled International Peace Studies, which has a chapter titled “Can Military Power Maintain Peace?” written by Professor Nobumasa Akiyama of the Graduate School of Law, was published in Yuhikaku. The book explores how international peace has been maintained and managed through three key perspectives: international politics, international institutions, and international norms. In his chapter, Professor Akiyama provides an overview of the role of military power in shaping inter-state relations, the structure of international politics, and the pursuit of peace through its regulation. He begins by organizing the concepts of war and peace, security, and power to examine the nature of the peace sought in international politics. Within this framework, he discusses the role and functions of military power, analyzing its utility. Furthermore, he delves into efforts to pursue peace by regulating military power, focusing on arms control, disarmament, and non-proliferation initiatives. Professor Akiyama emphasizes the importance of imposing constraints on the use of military power and mitigating the risks associated with its use. He concludes by underscoring that the international community must continue striving to establish international norms that deter the use of military force.
