In October 2024, a paper titled “EU Climate Change Measures and Legislation” authored by Professor Yumiko Nakanishi of the Graduate School of Law, was published in Jurist. This paper is part of Special Feature 2, “The Impact of EU Climate Change Measures,” which provides an overview of EU environmental policy trends, examines major initiatives’ details, and analyzes their specific impact on corporate activities and other areas. From a legal perspective, Professor Nakanishi analyzes the concrete measures derived from various strategic documents such as the European Green Deal, Fit for 55, and the Circular Economy Action Plan. Through her analysis, she highlights that EU climate change policies cover not only climate change mitigation measures, but involve various policy domains, exerting a significant impact on individual businesses and entire industries. She also points out that these measures demonstrate the “Brussels Effect,” as the EU takes the lead in setting standards and creating norms that influence international rule-setting ahead of other countries.
